The most consequential signatures at LEAP this week may be the ones without dollar figures attached. The Ministry of Energy, a strategic sponsor of the Riyadh conference, announced three agreements on Wednesday that wire the Kingdom’s electricity system directly into its AI buildout. National Grid SA, the national transmission operator, signed an agreement to supply electricity to a HUMAIN AI data center project in Riyadh. The Saudi Electricity Company’s project-development arm signed a framework agreement with center3, the Kingdom’s largest data-center operator, for future data center and energy infrastructure projects, and a memorandum with Huawei covering data and AI center projects and energy solutions. A day earlier, the Communications and Information Technology Ministry signed its own memorandum with HUMAIN on AI infrastructure and data-center expansion. After an opening day the organizers priced above $15 billion, the week’s quieter business is wiring.
The sequencing follows from Monday. LEAP’s first day produced launch dates: Microsoft’s Saudi cloud region in November, Amazon’s in December, an AWS and HUMAIN AI zone in 2027. A date converts an announcement into an obligation, and each of those obligations is, at bottom, a claim on electricity. An AI campus draws power continuously, at industrial scale, with little tolerance for interruption. Somebody has to commit the megawatts before the racks can commit to the schedule, and Wednesday was the electricity system stepping forward to do it in public.
None of the three agreements carries a megawatt figure or a riyal value, which is informative rather than disappointing. This is what the start of grid work looks like. Interconnection is engineered before it is priced: load studies, substation siting, route planning, then contracts. The counterparties say more than the documents do. A national transmission operator dealing directly with an AI company is not the standard arrangement; utilities usually meet data centers through layers of developers and brokers. Cutting the chain to a single interface between the grid and the largest new load in the Kingdom is a choice about speed, and it mirrors the design on the compute side, where HUMAIN already serves as the one counterparty for foreign chipmakers and cloud vendors.
The loads these papers anticipate are not hypothetical. HUMAIN says the first tranche of a planned gigawatt of AI capacity by 2030 is already in production. center3, the stc-owned operator on the other side of the new framework, set out its own target last year of a gigawatt of data-center capacity by 2030, backed by $10 billion in planned spending on top of roughly $3 billion already invested. A gigawatt is the output of a large power station. Two separate gigawatt programs, plus the hyperscaler regions opening this autumn, amount to a new industrial city’s worth of demand arriving on the Saudi grid inside four years.
Other markets ran this sequence in the opposite order and paid for it. The economies that hosted the first cloud waves discovered the grid constraint after the racks arrived: connection queues, moratoria on new data centers, utilities renegotiating in public. The Kingdom is negotiating the wires in the same week its regions received launch dates, which is what a compressed, centrally convened deal calendar buys. Where the transmission operator, the utility’s developers and the state’s AI champion answer to one planning system, the agreement can precede the load. Execution remains a separate question. Transformers, turbines and switchgear carry global waiting lists that no memorandum shortens, and the grid must carry the new draw without borrowing from a summer peak that air conditioning already owns.
What to watch is the conversion rate. First, when the frameworks become firm capacity contracts with megawatts and tariffs attached; that is the moment the electricity system’s commitment becomes as checkable as the cloud vendors’ launch dates. Second, whether new generation is designated for the AI load, and from which fuel, a question that runs straight into the Kingdom’s gas expansion and its solar program. Third, the November and December region openings themselves, the first deliveries that will run on this grid. The dates were Monday’s news. The wires decide whether November keeps them.
