The National Center for Vegetation Cover Development and Combating Desertification has set this season’s target: 60,000 hectares of rehabilitated pasture across 70 sites and 25 valleys and meadows, sown with more than 110 tonnes of seed drawn from 70 plant species. The figure is worth reading against the program’s own history. In its first two years the center restored 51,000 hectares in total, across 58 sites, with 109 tonnes of seed from 40 species. This season it intends to exceed that entire record in one pass.

The acceleration is not optional. The center’s goal under the Saudi Green Initiative is 350,000 hectares of restored pasture by 2030. With roughly 111,000 hectares done after this season, the remaining 239,000 spread over four years require about 60,000 hectares each: exactly this season’s pace, sustained without interruption. That makes 2026 the test case. If the center hits its number, the 2030 target is a schedule. If it falls short, the target is an aspiration, and the gap widens with every season it persists.

The seed numbers tell a quieter story about scope. A rehabilitation effort built on a handful of hardy grasses is a ground-cover exercise; one drawing on 70 native species is closer to ecosystem restoration, with the procurement problem to match. Sourcing more than 110 tonnes of seed in a single season, each lot passed through six quality tests to International Seed Testing Association standards, turns native seed supply into an industry of its own. Restoration at this scale creates a market for tested Saudi seed in the way the housing program created one for cement, and the doubling of the species list from 40 to 70 in two years suggests the supply side is keeping up.

The operational design is the most interesting part. The center schedules its sowing in coordination with the Regional Cloud Seeding Program, using rainfall forecasts and climate data to place seed where precipitation is most likely to follow it. Two national programs are being run as one system: the program that makes rain more likely and the program that needs it are pointed at the same valleys. The National Center for Meteorology’s autumn outlook, which expects above-average rainfall across most regions with an October peak, turns the coming weeks into the season’s operational window. The forecast that set the Kingdom’s flood-preparation calendar in August set its planting calendar too.

Pasture is an economic asset before it is an environmental one. Rangelands carry livestock herds, and degraded range pushes herders toward purchased feed, so every restored hectare functions as a recurring saving for rural regions rather than a one-time gain. Vegetation cover also holds soil that would otherwise travel as dust. The Saudi Green Initiative is usually discussed through its headline pledges; the pasture program is its working end, where restored land has a user waiting. The siting, spread across valleys and meadows in multiple regions, distributes those returns rather than concentrating them.

What the target ultimately measures is survival, not sowing. Seed dispersed is an input; the hectares that count are the ones where vegetation takes hold, and October’s rains will decide much of that. The center’s reporting after the season, hectares restored rather than tonnes scattered, is the number that will show whether the 2030 schedule holds. The forecast says the rain is coming. The program has placed its seed accordingly.
