The Real Estate Development Fund announced the first national homeownership readiness index, a quarterly measure of citizens' readiness to purchase a first home, including access to financing and preparedness for down payments.

What an Index Adds

Housing programs have so far been measured mostly by output: units delivered, loans issued, ownership rates. A readiness index measures the demand side, how close households actually are to a first purchase.

Published quarterly, it becomes a feedback instrument. If readiness falls while delivery rises, the constraint is financing or savings, not supply. If both rise together, the programs are matched to the market. The index makes that distinction visible on a schedule, which is what separates a policy tool from an announcement.
