Artificial intelligence adoption has reached 45.2 percent among Saudi internet users, according to the Internet Saudi Arabia 2025 report.
The report also placed the Kingdom among the top five G20 countries for median mobile download speed, at 216 megabits per second.
Reading the Two Numbers Together
The speed figure is infrastructure. The adoption figure is behavior. Nearly half of the connected population using AI tools puts usage ahead of most regulatory and workforce planning assumptions, and it arrives in the same season the national AI risk framework was launched.
Governance frameworks tend to be written for future adoption. In the Kingdom's case, the adoption is already present. That ordering, rules arriving into an active user base rather than ahead of one, will shape how the framework performs.
