The Houthis announced a naval blockade against Saudi Arabia, covering the Red Sea and the Bab el-Mandeb strait.
The choice of geography is deliberate. Since the Strait of Hormuz closed, Saudi crude has exited west through Yanbu and the Red Sea. A blockade declaration aims at the workaround itself, days after the early-warning sirens sounded in that same city.
Declaration Versus Enforcement
A declaration and a blockade are different things. Enforcement requires sustained capability against defended shipping lanes, and the record of recent months is of attacks intercepted rather than shipping stopped.
What a declaration does immediately is act on insurance premiums, routing decisions and freight rates, which respond to stated risk before proven risk. That is the channel through which an announcement becomes a cost, whether or not a single vessel is stopped.
What to Watch
The announcement tests the two-track posture directly: air defense on one side, the Doha mediation channel on the other.
Whether it changes traffic through Bab el-Mandeb is the number to watch, and it will show up in tanker tracking before it shows up in statements.
